It is flanked by two stripes of dark green which in turn are flanked by stripes of light green
The President appeared to have this power under Executive Order 9260 of 29 October 1942 paragraph 3b[3]

FRANCE ffl badge no marks on back Solomon Is IIthe airborne wings etc on this section generally come out of 2 big collections i bought some time ago and were older collections in themselves i am selling generally on a simplified basis at a reduced price compared to retail and can guarantee any badge sold will have any faults pointed out except where there may or may not be odd adhesive marks where some were stuck in book pages but actual faults will be pointed out eg.. no lugs etc
